Portable Appliance Testing and Routine In-House Inspection Findings

As part of a recent fire risk assessment conducted at the premises, a thorough review was undertaken which included both an audit of relevant documentation and a physical inspection of the site. A key focus of this assessment was to evaluate the effectiveness of Portable Appliance Testing (PAT) and the implementation of routine in-house inspections of electrical appliances.

During the audit process, it was identified that the premises had not been conducting regular inspections of portable electrical appliances. This represents a significant safety concern, as electrical appliances that are not routinely checked can deteriorate over time, potentially developing faults that may lead to overheating, electrical arcing, or even fire.

Following our recommendation, the responsible person in control of the premises arranged for a competent individual to start routine inspections of both the portable appliances and the wider electrical installation.

The inspection included a review of various portable appliances located throughout the premises, such as:

  • Kitchen appliances: kettles, microwaves, toasters.
  • Office equipment: computers, monitors, printers, shredders.
  • Extension leads, multi-socket adaptors, and chargers.
  • Cleaning equipment: vacuum cleaners, floor polishers.
  • Hand tools and power tools: drills, grinders, heat guns.
  • Workshop and maintenance equipment: portable lighting, testing devices.

During the inspection, a serious fault was discovered in two separate plug sockets located within different cupboards. Both plugs exhibited visible signs of scorching and overheating. Upon further investigation, it was determined that the internal wiring connections within the plugs had not been properly secured – specifically, the terminal screws had not been fully tightened. This poor connection resulted in electrical arcing, which caused excessive heat buildup and damage to the plug casings.

Had these faults not been identified during the inspection, they could have posed a significant fire risk, potentially endangering the safety of the premises and its occupants.

This incident underscores the critical importance of implementing a robust system for routine electrical inspections and Portable Appliance Testing. Regular checks not only ensure compliance with safety regulations but also play a vital role in preventing fire hazards and maintaining a safe working environment.

A Toolbox Talk is an informal safety meeting that focuses on safety topics related to the specific job, such as workplace hazards and safe work practices. Meetings are normally short in duration and are generally conducted at the location, prior to the commencement of a job or work shift. It is one of the very effective methods to refresh workers’ knowledge, cover last minute safety checks, and exchange information with the experienced workers. Toolbox Talks are also intended to facilitate health and safety discussions on the location and promote your organisation’s safety culture.
