Did you know that starting December 2024, the Construction Employers Federation Northern Ireland (CEFNI) will implement new rules and regulations for issuing and renewing CSR Cards?
Key changes:
Withdrawal of industry accreditation:
The construction skills register (CSR) scheme will no longer accept the industry accreditation method. This method previously allowed delegates to apply for higher-ranked cards, such as skill and craft cards, without formal qualifications.
As a result, all occupational assessments will be discontinued.
New qualification requirements:
Applicants for new trade cards must now provide evidence of achieving nvq level 2 or higher. This ensures that all cardholders have the necessary formal qualifications.
Specific card requirements:
Blue skilled card: must hold an NVQ level 2 (or City & Guilds) in the relevant skill. Alternatively, provide proof of registration in either of these courses.
Gold craft joiner card: must hold an NVQ level 3 (or City & Guilds) in the relevant skill. Alternatively, provide proof of registration in either of these courses.
Gold site supervisor card:
must hold an NVQ level 4 (or City & Guilds) in Construction Site Supervision or an NVQ level 3 in Occupational Work Supervision. Alternatively, provide proof of registration in either of these courses.
For applicants without required qualifications:
Experienced supervisor card: can be issued upon completion of the CSR 4-day course, a touch screen test, an employer declaration, and proof of registration in a supervisor NVQ (level 3 or 4). The level 3 NVQ diploma in construction contracting operations is also accepted.
Options for current cardholders without NVQs:
Renew current card: renew in the usual manner by attending a CSR one day health and safety course or the applicable site supervisor refresher. Note: the renewed card will have a shorter duration and will expire on December 31, 2024.
Downgrade card: downgrade to the green labourer’s card or the standard white health & safety trained card. The labourer’s card requires a signed employer declaration.
Pursue NVQ qualification: begin an NVQ journey with a reputable training provider to meet the new requirements.
